Joint Warfighter Innovation & Transition Consortium (JWITC)
Accelerating Transition of Commercial Technology into Operational Use
The Joint Warfighter Innovation & Transition Consortium (JWITC)—an initiative of the American Defense Innovation Foundation (ADF)—exists to rapidly move relevant commercial and dual-use technologies into the hands of the warfighter by simplifying, accelerating, and de-risking defense acquisition and transition.
JWITC bridges the gap between innovation and execution—aligning emerging technology with validated operational problem sets and acquisition pathways supporting the Joint Concept for Warfighting (JCWA) and the Joint All-Domain Command and Control (JADC2) framework.

JWITC focuses on transition—not demonstrations—so promising technologies do not stall between prototype and operational use.
For DoD / PM / PEO
Reduce transition risk, shorten time-to-field, and improve readiness for adoption and scale.
- Earlier alignment to warfighter & program needs
- Clearer integration, security, and sustainment expectations
- Better prepared vendors for execution
For Innovators / Small Business
Navigate acquisition pathways with less friction and clearer transition expectations.
- Transition guidance before momentum is lost
- Alignment to operational problem sets
- Greater clarity on pathways and stakeholders

Acquisition & Transition Focus
JWITC is structured to support organizations responsible for acquisition, capability development, and transition by reducing friction between commercial innovation and defense procurement.
The Consortium emphasizes readiness for transition—helping ensure technologies are not only innovative, but contractable, scalable, interoperable, and aligned with operational and sustainment realities.
- Early alignment with acquisition and program office needs
- Reduction of technical, integration, and transition risk
- Improved clarity around requirements, authorities, and pathways
Supporting DIU, OTA, and Rapid Acquisition Pathways
JWITC complements existing DoD innovation and acquisition organizations—including DIU, service laboratories, and rapid capabilities offices—by preparing technologies and vendors for successful execution across the transition lifecycle:
OTA Prototype → Follow-On Production → Program-of-Record Consideration
- Helping innovators understand and align with Other Transaction Authority (OTA) mechanisms
- Supporting transition from prototype to follow-on production or program-of-record consideration
- Reducing acquisition risk through early stakeholder and operator engagement
- Clarifying integration, security, and sustainment expectations
JWITC does not replace acquisition authorities; it helps ensure that when contracting mechanisms are applied, the technology and vendor are ready to execute.
