A differentiated capability
The work offers a meaningful technical advantage, new approach, or defensible insight relevant to a defined security, resilience, infrastructure, or operational problem.
Evidence of progress
Evidence may include peer-reviewed research, public grants, patents, prototypes, test results, demonstrations, pilots, customers, standards contributions, or operating history.
A plausible mission pathway
There is a bounded hypothesis about who may need the capability, what consequence it addresses, and why existing approaches may be insufficient.
A credible ownership or licensing route
The path may still be unresolved, but the relevant institution, employer, assignee, founder, or licensing authority can be identified.
A person prepared to act
A principal investigator, inventor, technical owner, founder, operator, or commercialization lead has the authority, access, or genuine intent to explore a next step.
A safe first conversation
The initial assessment can be conducted using public or voluntarily provided non-sensitive information.

Biosecurity, medical readiness, population protection, food and water systems, diagnostics, and technologies that improve human resilience.

Grid and installation resilience, continuity of operations, mobility, power assurance, storage, and infrastructure technologies.
A capability outside these categories may still be considered when a credible mission or strategic-resilience pathway exists.

NSFP works with technology-transfer offices, research centers, laboratories, incubators, accelerators, and associations to create transparent commercialization and founder pathways.
The preferred approach is opt-in and institution-aware: the institution can invite its community, ADF receives information from people who choose to respond, and ownership, licensing, outside-activity, and conflict questions remain coordinated with the appropriate institutional office.
